MINUTES WEST END NEIGHBORHOOD DEVELOPMENT, INC.GENERAL MEETING March 4th, 2008 The W.E.N.D., Inc. General Meeting was held Tuesday, March 4th, in the Community Room of the West End Public Library. Carl Ness, Acting President, called the meeting to order at 7:07 p.m. ROLL CALL Attendees signed the attendance roster. Those present at the start of the meeting introduced themselves to the collective body. Board Members present:Carl Ness - 1st Vice-President John Pavlin – 2nd Vice-President Joetta Thomas- Treasurer Vonda Henry – Secretary
No minutes. Deferred to next month A moment of silence was held for Rick Rivers our president who passed in February. Carl Ness said a few words on Rick’s character and his devotion to WEND. Committee Reports Beautification, Vonda Henry, Chair Reminder to sign up for community clean up on March 29th at 8:45am at Wren Nest. Also there will be a sign up sheet next month’s tour of homes clean up. The clean up will be held sometime in April, May 3rd and May 4th. The clean will consist of trash cleanup and planting flowers along the path of the tour. Tour of Homes The committee requested to use $4300.00 of WEND’s money to pay for upfront expenses, these monies will be repaid to WEND when the tour committee collects money from donors, sponsors, and proceeds.A member requested that tour give their budget to the WEND body. This request was denied. Preservation and Urban Design, Handy Johnson Chair Urban design committee deferred the Beltline plans to change the path of the trail The UDC is putting pressure on the city to find a way to continue on the original plan because the issue of grading and utility line will continue to arise. The Beltline must come up with a plan to deal with these issues with changing the original plans Atlanta Public school will be responsible for the woodland area around the beltline. Sgt. Leighty for Zone 4 reported the crime spree in this area is being done by about 14 kids that meets at the boys club then disperse to commit crimes. The officers have warned the boys that they are watching them. He also noted that only one of these boys is in school. It is important to note that although a young person does not have to go to school after age 16, if they are enrolled in school they must be in school. The truancy officer can pick them up. LaDawn Blackett-Jones, Asst. District Attorney, explained the court watch process and how sentence received by felony are increased when judges see the neighborhood involvement. Private police patrol The public safety committee requested to use WEND non profit status to open a bank account. This account will be separate from the general WEND account and will be accounted for by the treasurer. The amount of hours will depend on the amount of people that signs up. Motion: To allow the public safety committee open a bank account name using WEND non-profit status. Motion approved: 17 to approve, 3 to deny. Visitors A member of the city’s tax department visited with information about tax rebates. Call 404-612-6452 for more information. Special Use Permit for 535 Lowery; Kingdom First Ministries: Senior/Drug & Prison Rehab Proposal. Pastor Gibbons presented her plans for this site, which was different from what was presented to the board. The new plan was to have tutoring for students and several other programs. All programs are to utilize President Bush’s faith based programs. Pastor Gibbons said she had the ok from the city for the additional traffic that her ministry will produce. Several questions were asked: 1) How long as the church been in existence Response 6 years. 2) What will keep her from using the space for her original plan. Response we must take her word. The board recommended denial of this application because 1) it does not line up with the LCI plan for West End, which is to get more revenue producing business in the West End 2) This site is the gateway to West End and should show us at our best 3) The application has changed the programs three times in 2 months therefore has not demonstrated that is a concrete plan to vote on. Motion to deny special use application for 535 Lowery Blvd.. Motion approved, 13 to deny application, 3 approve, and 4 abstain.
Cleta Winslow introduced the Weed and Seed program which is a 5 year plan to remove drug out of the community.
